This webquest can be modified to meet your specific needs and preferences. 

If you would like to guide the students research to focus on more specific topics, consider constructing in intial research list as a class rather than allowing each group to create their own topics list of what may affect their specific tax group.  This would increase the imput experience of the students from that of two to three students to that of the entire class.  This would also allow you to give additional input to guide their beginning research. 

Another option is to have the class only address a single group of tax payers to allow the students to see how each group mayhave addressed different inforamtion that anouther group may not have found or thought to be as importnat.  This would allow the students to see that each person or group sees thigns differently while still completing tha same task.  You could also have a follow up debate and have the students argue their decision to include one piece of information over that of what another group may have included.

For a more challenging assignment, have students research the local area of an assigned location throughout the country to determine which tax group (teens, young adults, young families, baby boomers, senior citizens, etc.) to target based on the demographics of the area.

Finally, I would suggest providing various brochure samples for students to examine prior to planning their own brochure.  These do not have to be tax brochures, simply brochures that will allow them to see the layout and organization of effective and well organized brochures.
