Background:

North Korea, Iran, and other countries around the world are developing weapons of mass destruction, most seeking to create an arsenal of nuclear weapons.  When deployed these weapons will have the ability to wipe out entire cities, along with the innocent people who live there.  The United Nations (UN) has sanctioned these "rogue" nations, hoping to deter them from the goal, hoping that they will cease their drive for weapons of mass destruction.  These sanctions have failed. 

The President has grown increasingly worried about this situation.  He sees the proliferation of nuclear weapons, or any weapon of mass destruction as a threat to the future of the free world.  A special session of the United Nations has been called to discuss this critical issue.  The leaders of rogue nations have been promised a chance to voice their position, ensuring their attendance.  The President will be the first to speak however, and he has created a special task force to help write what will most likely be the most important speech of his life.

You are the leader of that team and it will be your responsibility to create a speech that is persuasive, powerful, and effective.
