why my web quest is not published?

I tried to submit a webquest, however, after saving it shows that my webquest is not public or not published. why?

Your webquest will not be availabe to public until you publish it. Login to zunal, go to your webquest, click on “publish” button located on the right side menu and follow the instructions.
