Invest in Rwanda - Economic basket case?

You and your team work in a major firm of management consultants.

TruBus, an important client, is Europe's leading manufacturer of buses. This company, which is still family owned, has enjoyed considerable success in recent years and consolidated its position in local markets; add John Simpson profile. Recent customers include xxx. The company now has ambitions to export its buses in a global market.

Before commisioning fullscale marketing and business plans for the new venture, Matthew Yasir, the ambitious new Chief Executive, wants to assure himself  and other embers of the senior management team that the country is politically stable and that economic conditions are right for a sales drive.

A client has identified some business opportunities in the strengthening economy of Rwanda. The country, like several others around the world, is recovering from a period of internal difficulty and now might be the best time to make significant investment decisions.
Your task will be to make an analysis of the current situation in the country and make recommendations about investing: should the investors continue this line of enquiry, and, if so, on which sectors should be focus their attention?

The opportunity is to create a management report for the Government that summarises key economic conditions in the country and commercial opportunities,  especially in one or two sectors, that may exist for local companies who aspire to collaboration with partners in Central Africa.
But these local companies are known to have some reservations: they have heard of political, economic and social difficulties that may exist in this part of the world and are apprehensive about the investment that they may need to make. They assume that technology uptake is negligible and that adherence to environmental issues that constrain their activities in the West are far from the minds of those who make significant decisions in this part of the world.
They have therefore sought guidance on the value of pursuing this interest at this stage and, if they decide to move forward, are there particular sectors of the economy within which they should seek collaboration and mutual interest?
